I wanted to swap my current PC's guts into a new case. I took everything but the mother board and the CPU as the other case had better ones. After everything was swapped out i turned on the computer. it went through post with no problems everything looked fine then i got to the windows xp splash screen where it says windows is loading with the little bar that goes back and forth, anyway its on that screen for no more then a second and it restarts. And again it would go through post no problems and restart again.

I made sure everything was connected (although that shouldn't be a problem if it posted with no problems?)
Bios looked fine from what i could tell.

In the end i just swapped everything back to the old case including the mobo and CPU from the new computer and it worked fine. so the only difference from my computer now and the computer that didn't boot right is the case.

Any ideas why this would happen? nobody i have asked has a clue.

Im not sure, I dont have access to it at the moment, but if it was a power issue, you would think it woulnt get past post would it. I mean if theres not enogh power to run the computer it shoulnt post?

Look at it this way, you took your old computer and installed a new motherboard and CPU. Your motherboard will have a different chipset and possibly different sound/network chipsets (or other onboard devices) - they'll need drivers installed and the old ones removed. A reinstall of Windows is your best bet.
